Tammy Baldwin (born February 11, 1962 in Madison, Wisconsin, United States), is an American politician who was elected to the United States Senate as a Democrat in 2012 and began serving as Wisconsin’s senator the following year; she was the Senate’s first openly gay member. Baldwin previously served as a member of the United States House of Representatives from 1999 until 2013.
Baldwin was raised in West Madison, Wisconsin, by her grandparents. She attended Smith College, where she earned bachelor’s degrees in government and mathematics in 1984. She then attended the University of Wisconsin to study law. Baldwin served in the Madison city council (1986) and then on the Dane County Board of Supervisors (1986–94) while a student there. She also practised law for several years following her 1989 legal degree.
Baldwin was elected to the State Assembly of Wisconsin in 1992 and began office the following year. She was elected to the United States House of Representatives in 1998 and served from 1999 to 2013. She gained notoriety for her resistance to the removal of the Glass-Steagall Act, which required banks and financial brokerage firms to operate as distinct companies, and for her leadership in guiding the Patient Protection and Affordable Care Act (PPACA; 2010) through committee and to a vote. Additionally, Baldwin co-authored the PPACA clause allowing young persons to continue on their parents’ health insurance plan until they reach the age of 26. Additionally, she sponsored legislation addressing tax policy and student loan reform.
Baldwin ran for the United States Senate in 2012, defeating former Wisconsin Governor Tommy Thompson and four other candidates. Since her election to the Senate in 2013, she has consistently taken moderate to liberal viewpoints. She was particularly involved in introducing and amending legislation addressing marriage equality, cyberbullying, and the rights of lesbian, gay, bisexual, and transgender people. Baldwin was also an avid supporter of veterans’ causes. Baldwin campaigned for Hillary Clinton during the 2016 presidential election, but she ultimately lost to Donald Trump.
The senator was critical of Trump and later came out against a number of his ideas. Baldwin comfortably won re-election to a second term in 2018, despite widespread belief that he was vulnerable. Trump was impeached the next year by the House of Representatives for reportedly withholding money to Ukraine in order to coerce the country into initiating an inquiry into Joe Biden’s wrongdoing (in 2020 Biden became the Democratic presidential nominee). Baldwin voted for Trump’s conviction at the Senate trial in early 2020, however the president was acquitted on a near-party-line vote. Shortly thereafter, schools and businesses across the country began to close as a result of the coronavirus pandemic, and the economy entered a depression on a par with the Great Depression. Baldwin, who has been critical of the Trump administration’s approach to the crisis, backed a variety of relief initiatives, including those related to child care and education.
The United States Senate is one of the two houses of the United States legislature (Congress), created in 1789 by the Constitution. For six-year periods, each state elects two senators. Around a third of the Senate’s members have terms that expire every two years, earning the chamber the moniker “the house that never dies.”
The Senate, along with the House of Representatives, is jointly responsible for all legislative activity in the United States. To be valid, a congressional act must be approved by both houses.
