Mike Enzi, full name Michael Bradley Enzi (born February 1, 1944 in Bremerton, Washington, United States), is an American politician who was elected to the United States Senate as a Republican in 1996 and took office as Wyoming’s senator the following year.
Enzi was born and raised in Thermopolis, Wyoming. He is a keen outdoors enthusiast and earned the Boy Scout rank of Eagle Scout. He graduated from George Washington University with a bachelor’s degree in accounting in 1966 and enlisted in the Wyoming Air National Guard the following year, serving until 1973. He relocated to Gillette, Wyoming, in 1969, after earning a master’s degree in retail marketing from the University of Denver (M.B.A., 1968). He married Diana Buckley that year, and the couple went on to have three children.
Enzi ran for Gillette mayor in 1974. He was elected and served in the legislature for two four-year terms. He was elected to the Wyoming House of Representatives in 1987 while working for an oil drilling company and served until 1991, when he was elected to the state Senate. He was a vociferous opponent of casino gambling in Wyoming and a staunch supporter of energy development during his tenure in the Wyoming legislature. He also served as executive director of an energy holding business during that time period. Enzi ran for and was elected to the United States Senate in 1996. He was inaugurated the next year.
Enzi was classified as a conservative Republican who mainly voted along party lines, while he occasionally defied the party’s leadership. While new taxes were unpopular politically, he championed an endeavour to impose a consistent tax on interstate transactions conducted via the Internet. This was despite the fact that he was a signatory to a pledge—created by the special-interest group Americans for Tax Reform, founded by Grover Norquist—in which lawmakers pledged to reduce taxation, particularly at the federal level. Enzi maintained a significant interest in energy problems, leading legislative attempts to open the Arctic National Wildlife Refuge and other public lands to oil exploration, drilling, and production by private interests. Enzi was also a conservative on social issues, supporting initiatives to outlaw abortion and opposing marriage equality.
The United States Senate is one of the two houses of the United States legislature (Congress), created in 1789 by the Constitution. For six-year periods, each state elects two senators. Around a third of the Senate’s members have terms that expire every two years, earning the chamber the moniker “the house that never dies.”
As a result, each state, regardless of size or population, is represented equally. Additionally, until the Constitution’s Seventeenth Amendment (1913), election to the Senate was indirect, through state legislatures. They are currently directly elected by state voters.
The Senate, along with the House of Representatives, is jointly responsible for all legislative activity in the United States. To be valid, a congressional act must be approved by both houses.
The Senate is endowed with significant powers under the Constitution’s “advice and consent” provisions (Article II, section 2): ratification of treaties requires a two-thirds majority of all senators present, while approval of important public appointments, such as cabinet members, ambassadors, and Supreme Court justices, requires a simple majority. Additionally, the Senate adjudicates impeachment proceedings launched in the House of Representatives, with conviction requiring a two-thirds majority.
As is the case in the House of Representatives, political parties and the committee system predominate in terms of procedure and organisation. Each party elects a leader, who is often a senator with great personal authority, to manage Senate activities. The majority leader is the leader of the largest party, whereas the minority leader is the head of the opposition. Senate leaders also have a significant influence in assigning members of their party to Senate committees, which debate and process legislation and exert broad oversight over government agencies and departments. The vice president of the United States serves as the Senate’s president but has no voting authority except in cases of a tie. In the absence of the vice president, the Senate is presided over by the president pro tempore—generally the longest-serving member of the governing party.
