Ernst was born Joni Kay Culver, the daughter of Marilyn and Richard Culver, in Montgomery County, Iowa. She graduated from Stanton Community School District High School as valedictorian of her class. She graduated from Iowa State University with a bachelor’s degree in psychology and Columbus State University with a master’s degree in public administration. She participated in an agricultural exchange to the Soviet Union while in college.

Ernst enlisted in the United States Army Reserve after graduating from Iowa State University’s ROTC programme at the age of 20. In the Iowa National Guard, she worked as a logistics officer and rose to the rank of lieutenant colonel. During the Iraq War, she served as the company commander of the 1168th Transportation Company in Kuwait for a year in 2003–2004. She was the commanding officer of the 185th Combat Sustainment Support Unit at Camp Dodge, the Iowa Army National Guard’s biggest battalion, at the conclusion of her career. Ernst served 23 years in the Army Reserve and Army National Guard before retiring from the service in 2015. Ernst admitted to being sexually harassed in the military in a 2014 interview with Time Magazine, saying, “I had remarks, passes, things like that” that she was able to stop, and that she would favour removing sexual assault cases from the line of command.

Ernst launched her candidacy for the Senate seat held by retiring Democratic Senator Tom Harkin in July 2013. In October 2013, Iowa Lieutenant Governor Kim Reynolds backed her. Ernst received endorsements from former Massachusetts Governor Mitt Romney and former Alaska Governor Sarah Palin in March 2014, with whom she has drawn parallels. The US Chamber of Commerce, a lobbying group, backed her in May 2014. Ernst was little known at the outset of her campaign, but the Koch brothers backed her in the Republican primary with “hundreds of thousands of dollars in television commercials and tens of thousands of dollars in direct campaign contributions.” Ernst gained notoriety in March 2014 for a campaign ad in which she made a sarcastically humorous parallel between her expertise castrating pigs and her capacity to “chop pork” in Congress. The commercial was widely regarded as amusing, and it was parodied by late-night comedians such as Jimmy Fallon and Stephen Colbert. Ernst had been struggling to collect money before the ad aired, and two Republican primary surveys released in February 2014 showed her in second place, many points behind Mark Jacobs. After it aired, a Suffolk University survey in early April gave her a slim lead, and a Loras College survey put her in a dead heat with Jacobs. She was being detained towards the end of May. In a May 2014 interview with the Des Moines Register, Ernst stated she was “very insulted” by Jacobs’ assertions that she was “AWOL” since she had missed over 100 votes during the legislature session. Ernst had previously defended her missing votes by citing her National Guard service in The Gazette, but The Gazette discovered that just 12 of the 117 votes were missed on days when she was on duty. The other 105 missing votes accounted for 57% of the votes cast in the Iowa Senate during that session. Ernst’s spokeswoman argued that during her Senate tenure, she had a better than 90% voting record and that she had never claimed that her Guard service was the only reason she missed votes.

In July, Ernst gave the Republican Party’s weekly message, denouncing the Department of Veterans Affairs’ health-care debacle and asking for a balanced budget and Social Security and Medicare reform. Later that month, she put her campaign on hold while serving in the National Guard for two weeks. “Ernst is a clever, well-prepared candidate who can deal with the nuances of public policy from a conservative standpoint without being dogmatic,” the Des Moines Register stated in backing her for the Republican primary nomination. Ernst cancelled a meeting with the editorial board of the Des Moines Register on October 23, citing the paper’s unfavourable editorials against him. Ernst’s proposals to destroy the EPA, the Department of Education, and the federal minimum wage, as well as her support for partially privatising Social Security and repealing the Affordable Care Act, led the editorial board to back Braley. Ernst got $17,552,085 in “dark money” in the 2014 race, accounting for 74% of non-party outside expenditure in her favour; she had a $14 million outside expenditure lead over her opponent. Ernst stated in an October 2014 debate that she “believe[s] in political free speech” and that she does not believe campaign financing regulations should be changed. Ernst won the 2014 Senate election by a margin of 52.2 percent to 43.7 percent. She is the first woman to be elected to the Iowa House of Representatives. In 2020, Ernst ran for re-election. In the Republican primary, she ran unchallenged, and in the general election, she faced Democratic opponent Theresa Greenfield, a businesswoman and previous congressional candidate. Ernst was widely seen as a strong favourite, and she finally defeated her opponent by a margin of 52 percent to 45 percent. The Associated Press reported in December 2019 that Ernst’s campaign had worked closely with a political nonprofit founded by a longtime consultant; such organisations are tax-exempt and are not required to disclose donors, but they cannot make political campaigning their primary purpose and must keep their activities separate from the candidates they support.
