Raymond Jon Tester (born August 21, 1956) is an American politician and farmer who now serves as the senior US Senator from Montana. In 2006, Tester was elected to the Senate for the first time, defeating Republican incumbent Conrad Burns in one of the year’s tightest Senate elections. In 2012, he barely defeated U.S. Representative Denny Rehberg, and in 2018, he defeated Montana State Auditor Matt Rosendale. Tester formerly served as the president of the Montana Senate and had positions as a music teacher and farmer. Following the resignation of Max Baucus, he became Montana’s senior senator in 2014 and is the dean of the state’s congressional delegation. He has been the lone member of the group since January 4, 2021. After his neighbour, a Republican State Senator, chose not to seek for reelection, Tester was elected to the Montana Senate to represent the 45th district in 1998. Tester was on the Big Sandy school board for a decade before running for State Senate. For the 2001 session, he was chosen minority whip. He was re-elected with 71 percent of the vote in 2002, and in 2003, he became the minority leader. Due to redistricting, he moved to the 15th district as a “holdover” in 2004. Tester was elected president of the Montana Senate in 2005, making him the upper chamber’s primary presiding officer.
His victory as President represented a watershed moment for Montana Democrats, as they took control of the Senate majority for the first time in more than a decade. Term limitations prevented Tester from seeking re-election to the State Senate for a third time. As successes while in office, Tester mentioned a prescription medication coverage programme, the resumption of the “Made in Montana” advertising campaign, a legislation to stimulate renewable energy development, and his involvement with a bill that resulted in a historic increase in public school spending. In May 2005, Tester declared his campaign for the U.S. Senate seat now held by Republican Senator Conrad Burns. After state auditor John Morrison, Tester was the second Democrat to enter the contest. While Tester had a stronger following among his colleagues, his opponent, whose grandfather was Nebraska’s governor, was able to raise considerably more money and had a stronger statewide name recognition. Morrison had raised $1.05 million by the beginning of 2006, including $409,241 in the final three months of 2005, but “Morrison’s advantages in fundraising and name recognition not transfer into a lead in the polls,” according to most of them. Tester won reelection to a second term in Congress against Republican Congressman Denny Rehberg. For both parties seeking a Senate majority, Tester’s election was regarded as crucial. Tester voted with his party on matters like health care reform and the Dodd–Frank financial services reforms, but he disagreed with Democrats on some critical issues like the Keystone XL oil project. Rehberg described Tester as a “yes guy” for President Obama upon declaring his campaign, claiming that he voted with the administration in 97 percent of his votes. Tester’s support for the healthcare bill and the 2009 stimulus, both of which Rehberg opposed, were mentioned by Rehberg.
Tester defeated Republican Montana State Auditor Matt Rosendale in a high-turnout race, winning by more than 15,000 votes and exceeding the 50 percent barrier in vote totals for the first time in three Senate elections. Despite an increase in Republican turnout in Montana, Tester won with higher turnout in Democratic-leaning parts of the state, significant support from Native Americans and women, increasing support among independent voters, and 67 percent of the youth vote, despite Trump’s efforts. The Tester campaign released a statement from Senate Majority Leader Harry Reid, D-Nev., during a 2006 Billings press conference, promising to give Tester a coveted seat on the Appropriations Committee “as soon as possible,” regardless of whether Democrats wrested control of the Senate from Republicans. Tester was appointed to the Appropriations Committee on January 13, 2009, during his second term in Congress. Tester was appointed chairman of the Securities, Insurance, and Investment Subcommittee of the Banking Committee in 2013. He voiced his opposition to Larry Summers’ appointment as chairman of the Federal Reserve in September 2013, and Summers withdrew his name from consideration due to a lack of a committee majority. On January 6, 2021, Tester was on Capitol Hill for the 2021 United States Electoral College vote tally when Trump supporters seized the United States Capitol. When the Capitol was invaded, he was at his office in the Hart Senate Office Building. Tester and his team were moved to an unknown location for safety reasons.
