Moran is the son of Madeline Eleanor (née Fletcher) and Raymond Edwin “Ray” Moran, and was born in Great Bend, Kansas. Plainville is where he grew up. He attended Fort Hays State University before enrolling at the University of Kansas in Lawrence, where he graduated in 1976 with a Bachelor of Science in economics. Moran was one of 38 senators who signed a letter to US Secretary of Agriculture Sonny Perdue in March 2019, warning that dairy farmers “have continued to face market instability and are struggling to survive the fourth year of sustained low prices,” and urging Perdue’s department to “strongly encourage these farmers to consider the Dairy Margin Coverage programme.” Moran was a cosponsor of the Transporting Livestock Across America Safely Act, a bipartisan bill introduced by Ben Sasse and Jon Tester in May 2019 that aims to reform livestock hauler hours of service by allowing drivers to rest at any point during their journey without it being counted against their hours of service.
Unlike other rural representatives, Moran voted against the 2003 Medicare reform plan. He was also a vocal opponent of the Affordable Care Act (Obamacare). Moran introduced S. 1058, the Pharmacy Competition and Consumer Choice Act of 2011, in May 2011. He was a co-founder of the Congressional Community Pharmacy Coalition and co-chair of the House Rural Health Care Coalition in the House.
