Elroy A. Risch, a Wisconsin Bell lineman. His father is German, and his mother is Irish, Scottish, and English. From 1961 to 1963, Risch attended the University of Wisconsin–Milwaukee before transferring to the University of Idaho in Moscow, where he was a member of the Phi Delta Theta fraternity. In 1965, he earned a B.S. in forestry and continued his education at the university’s College of Law. Before receiving his J.D. in 1968, he served on the Law Review and the College of Law Advisory Committee. Risch entered politics at the age of 27 in 1970 in Boise, winning election as Ada County Commissioner.
Risch was elected to the Idaho Senate from Ada County for the first time in 1974. In 1976, he was elected to the state senate leadership, first as majority leader and then as president pro tempore. Risch was defeated for reelection in 1988 in a stunning upset by Democratic political newcomer and Boise attorney Mike Burkett. It was still Idaho’s most expensive legislative race as of mid-2006. Risch was defeated in the 1994 primary election for a state Senate seat by Roger Madsen, his second political defeat. Risch was re-elected to the state senate in 1995 as an appointee of Governor Phil Batt, who had appointed Madsen as director of the state commerce department.
Risch had his sights set on the lieutenant governor’s seat vacated by Butch Otter, who resigned after being elected to Congress, but Governor Dirk Kempthorne appointed state Senator Jack Riggs of Coeur d’Alene instead. Risch defeated Riggs in the Republican primary and went on to win the general election the following year, spending $360,000 of his own money on the campaign.
Risch took over as governor of Idaho on May 26, 2006, after Kempthorne resigned to become the United States Secretary of the Interior. Risch named Mark Ricks to be his lieutenant governor. Kempthorne’ s term ended in January 2007, and Risch served out the remaining seven months. Risch called a special session of the Idaho Legislature in August 2006 to consider his proposed Property Tax Relief Act of 2006.
The Associated Press reported on August 31, 2007, that Governor Otter was considering appointing Risch to the United States Senate to replace the embattled Larry Craig. The Idaho Statesman reported on September 1 that Otter’s spokesman denied Risch had been chosen and that Otter had “made no decision and he is not leaning toward anybody.” Risch announced his candidacy for the Senate seat on October 9. Risch was nominated as the Republican candidate for U.S. Senate in May 2008. He defeated former Democratic Congressman Larry LaRocco in the general election with 58 percent of the vote.
