Benjamin Louis Cardin (born October 5, 1943) is an American lawyer and politician who currently serves as the senior United States Senator from Maryland, where he was first elected in 2006. He previously served as the Democratic Party’s representative for Maryland’s 3rd congressional district from 1987 until 2007. Cardin was a member of the Maryland House of Delegates from 1967 to 1987, and from 1979 to 1987, he was the youngest Speaker of the Maryland House of Delegates in history. He has never lost an election in his half-century as an elected politician. Cardin was elected as the United States Senator to replace Paul Sarbanes in 2006, beating Republican Lieutenant Governor of Maryland Michael Steele by a margin of 54 percent to 44 percent. In 2012, he was re-elected with 56 percent of the vote. After Barbara Mikulski’s retirement on January 3, 2017, he became Maryland’s senior U.S. Senator. In 2018, Cardin was re-elected to a third term with 65 percent of the vote. In 1986, with Congresswoman Barbara Mikulski running for the U.S. Senate seat vacated by retiring Senator Charles Mathias, Cardin campaigned for Mikulski’s seat in the 3rd congressional district, which included a substantial portion of central Baltimore and numerous close-in suburbs. Cardin received 82 percent of the vote in the Democratic primary, which was the real struggle in this solidly Democratic district. He defeated Republican Ross Z. Pierpont, a perennial contender, with 79 percent of the vote in the main election. Cardin was re-elected nine times, with little minor opposition and even running unchallenged in 1992. His district was expanded in the 2000 round of redistricting to include major areas of Anne Arundel County, including the state capital of Annapolis. His final two opponents were both from Anne Arundel County, and they almost carried the county’s share of the district. Cardin was interested in economic concerns, pension reform, and health care in the House. In 2001, he introduced legislation to expand the amount that individuals may save in their 401k programmes and IRAs. His bill to expand Medicare to cover preventative services including colorectal, prostate, mammography, and osteoporosis screening was also signed into law. He also wrote legislation to provide a Medicare prescription medication benefit for those with chronic illnesses. Cardin has also campaigned for welfare reform through suggested legislation. In 1999, he signed a measure that increased schooling and support services for foster youth aged 18 to 21. He sponsored legislation to raise the child care tax credit, boost child support, and strengthen the welfare-to-work programme. The Maryland General Assembly nominated Cardin as Chairman of the Special Study Commission on Maryland Public Ethics Law in 1998. In 1997, he co-chaired the Bipartisan Ethical Task Force, which sought to overhaul the House of Representatives’ ethics rules. He also served on the House D’s Organization, Study, and Review Committee, as well as the Steering Committee. Cardin has been praised for his efforts in the area of fiscal policy. For his efforts to defend retirement plans and government-funded medical treatment for the elderly, he has received awards from Worth magazine and Treasury and Risk Management. The League of Conservation Voters and the NAACP have both given him perfect marks, signifying that he supports environmental conservation and civil rights. Cardin was also one of 133 members of Congress who opposed the Iraq Resolution of 2002.

Cardin stated on April 26, 2005 that he will compete for the U.S. Senate seat held by long-serving senator Paul Sarbanes (D-MD), following Sarbanes’ revelation that he would not seek re-election in 2006. Cardin faced a tough primary struggle with fellow Maryland Democrats Allan Lichtman, Josh Rales, Dennis F. Rasmussen, and his former House colleague Kweisi Mfume on September 12, 2006. Cardin, on the other hand, received 44 percent of the vote, compared to 40 percent for Mfume, 5% for Rales, and 2% for Rasmussen. Cardin defeated Republican candidate Michael Steele 54 percent to 44 percent in the 2006 election. Cardin was elected Senator for the third time in a row from Maryland’s 3rd congressional district (following Sarbanes and Mikulski). In 2012, Cardin stood for re-election to a second term. He defeated State Senator C. Anthony Muse in the primary by a margin of 74 percent to 16 percent, with seven other candidates capturing the remaining 10%. He ran against Republican Dan Bongino, a former US Secret Service agent, Independent Rob Sobhani, an economist and businessman, and Libertarian Imad-ad-Dean Ahmad, President of the Minaret of Freed, in the general election. When the 2021 assault of the United States Capitol occurred, Cardin was involved in the certification of the United States Electoral College vote count. When the rioters broke into the Capitol, Cardin was on the Senate chamber floor. After Vice President Mike Pence was taken from the chambers, he was “ushered rapidly — and I mean fast — out from the Capitol.” While hiding with other senators in a secure area during the storm, Cardin tweeted, accusing President Donald Trump of inciting the protesters.
